BIBB – Pilot project bevoplus - On the job training and practical vocational preparation -  utilising training potential for SMEs in Eastern Bavaria:

Promotion of heterogeneous target groups of young people entering the dual system.

bevoplus is a pilot project which is funded by the BIBB and the BMBF (German Federal Ministry of Education and Research) which has its main focus on “New paths into the dual system – heterogeneity: the chance to stop the brain drain”

 

This pilot project is taking place in Lower Bavaria in the boroughs of Straubing-Bogen, Deggendorf, Regen and Freyung-Grafenau.

Bevoplus is a pilot project promoted by the German Ministry for Vocational Education (BIBB) on behalf of the Federal Ministry for Education and Re­search (BMBF) with the main focal point being "New paths into the dual system – heterogeneity as the chance to secure and keep skilled employees and to stop the brain drain.

bevoplus is based in Lower Bavaria and covers the boroughs of Straubing-Bogen, Deggendorf, Regen and Freyung-Grafenau.

Assumptions and aims of bevoplus:

As a result of recent demographic change, emigration and the attractiveness of larger, multiregional companies, SMEs in this region can no longer assume that they will keep their skilled employees without strategically planning their vocational education programmes.Traditional recruitment and selection processes, educational aims and implementation processes often conflict with programmes to involve young people with heterogeneous backgrounds . These young people often have atypical social, cultural or educational characteristics. It is easy to overlook the fact that often these young people are the ones who have specific potential and special skills, as well as the necessary motivation for vocational training, which means it is in the interest of the companies to secure long-lasting recruitment and employment with these people.

bevoplus would like to contribute­ to the fact that particularly the SMEs in the region could improve the ability to secure the necessary long term skilled staff by using a strategically orientated planning, as well as the most up-to-date vocational pedagogical methods to create preparatory materialfor the vocational training, and at the same time implement inclusion of the aforementioned new groups of suitable young people.

Resulting from the pilot project, there should be a significant gain resulting from the strategically-orientated measures which ensure that skilled staff choose to stay withtheir company.

What is bevoplus going to achieve (in detail)?

bevoplus is aimed at new, innovative concepts which have preparatory internships as their central supporting element. As a result, regional SMEswill be aided in finding suitable young people and in providing successful vocational training for them. Tailoring measures to bridge the gap between the end of school and beginning of vocational education, for the regional offer of dual training placements is also planned.

Development leads to the following two main focal points:

  • Those responsible for vocational education in businesses will be strongly supported in promoting the learning capabilities of the young people withheterogeneous requirements, without losing sight of their own training requirements.

  • In co-operation with all of those who are involved in preparation for vocational education, in associations, clubs and communes as well as educational institutions, etc and the companies offering vocational training themselves, dualised transition should arise, and this should be in place before the placements have been filled.

This provides a clear aim:

bevoplus should enable companies offering VET to implement appropriate preparatory measures, in order to secure staff in their own interest by providing successful transitions for young people with heterogeneous tendenciesin the dual system in their company:

The Framework AoBp contributes to the concept of considering more young people in the region as possible candidates for the existing placements. Precisely-aimed internships, orientated around the VET also play a role, as well as practicable sources of help for the trainers in the company. In a model which is orientated around the VET, it is necessary to ensure that all content, work methods and behavioural aspects used for assessment and promotion of the suitability for training of interns are useful and meaningful . The orientational internships, which were until now seen as general can now be implemented as an instrument for precise selection and preparation of candidates for the individual companies. The AoBp puts systematic appraisal and development of the individual interns' potential for VET in the foreground. This will result in a much wider sortiment of learning-orientated future candidates. In this way, leavers of the VET system through errors in placement can be avoided, and the whole spectrum of possible interested candidates can be considered. In this way, existing potential will be systematically utilised. The AoBp offers a learning orientated (and therefore competency-orientated) method which not only appraises candidates according to existing skills but also judges what they have the potential to learn and what they must be taught in order to finish a successful vocational education.


Role taken on by SoWiBeFo e.V. in the Pilot project bevoplus:

  • Development and implementation of the action research design as an answer to the project-specific and programme-specific questions asked.
  • Development of a causal action model with predefined operationalized target indicators for the navigation of the actors throughout the project.
  • Development of surveys for measurement, analysis and documentation.
  • Implementation of these surveys during the test phase.
  • Checking the causality, intervention and action hypotheses of the joint project with process-relevant feedback for the actors.
  • Preparation of the results, for communication, dissemination and transfer.
